Since the Local Priorities Scheme (LPS) started in 1997 the sum available to DCC has risen each year and the conditions of use grown less onerous. Some part of the money is there to fund events or services previously funded by ELC and now devolved to Community Councils eg: the erecting and maintenance of Christmas Lights and the printing of the Newsletter, and is, therefore, not “free” money. Each year we invite submissions from residents and groups as to how the additional funds should be spent.  What follows is some guidelines as to how this money will be allocated.

 

Ø      DCC will not seek to make annual subsidies of small amounts to each and every group, or underwrite in any way a group’s usual operating budget.

Ø      Grants will be made for extra single purpose funding which may include projects stretching over more than one financial year. No group can expect to receive funds each and every year the LPS is in place.

Ø      DCC can be applied to for “crisis” funding should an event/group fall foul of unforeseen circumstances such as bad weather.

Ø      DCC will endeavour to spread the funding around the Dunpender area to benefit all wards.

Ø      DCC may choose to rollover part of its LPS budget into a following year should a suitable scheme present itself.

Ø      DCC is open to applications concerning individuals who may need extra funding to pursue a particular talent or enthusiasm, particularly children, and from adults, particularly carers or the disabled in need of respite or assistance.

Ø      Commercial concerns offering a “Not For Profit” service to the public, which is transparent and accountable, may also apply.

Ø      An account of monies spent will be published in the appropriate issue of The Dunpender News.

Ø      Groups or individuals receiving monies must be able to account for how the funds are spent, either through annual accounts or a case funding statement and must acknowledge receipt of funds in writing.
